What is Consumer Directed Services (CDS) in Texas?

Consumer Directed Services, (CDS) is a Medicaid long-term care program in Texas that provides individuals with the ability to hire, train, and manage their own care providers.  Unlike traditional care models, where an agency hires and supervises caregivers, CDS in Texas allows the consumer (or their family member) to become the “employer of record” for their own care.  This means that the consumer or their guardian is responsible for selecting caregivers, managing schedules, and overseeing care, with support and guidance from a Financial Management Services Agency (FMSA).
